Wellpoint Care Network Chief Operating and Financial Officer Nominated to WHEFA Governing Board

Kristi Scharl, Wellpoint Care Network’s Chief Operating and Financial Officer, has been nominated to serve on the governing board for the Wisconsin Health and Educational Facilities Authority (WHEFA).
In April of 2023, Wellpoint Care issued $12.5 million in revenue bonds through WHEFA for our ongoing campus transformation project. Our vision is to transform our historic 18-acre campus located on Milwaukee’s northwest side into a vibrant neighborhood hub where families, neighbors and community partners will find trauma-informed social services, mental health resources and a place to connect, collaborate and care for themselves and one another.
“I’ve been able to see firsthand what WHEFA funding can do for an organization,” said Scharl. “This is a great opportunity for me to give back and help other organizations across the state of Wisconsin.”
As a member of WHEFA’s governing board, Scharl will assist in ensuring that the bonds WHEFA issues to support the capital projects of nonprofit organizations are properly approved in accordance with state statutes, as well as ensuring WHEFA operates in accordance with its Mission, Vision and Values.
“We will review what the financing project entails, how many jobs are created and the overall impact to total employees,” she added.
Scharl was officially appointed as a member of WHEFA in May of 2025 by Governor Tony Evers’ office. The notice from the Governor reads in part, “Your experience, knowledge, and dedication will be a true asset to my administration and a great benefit to the people of Wisconsin.”

Scharl’s term runs through July of 2031.
