Opening Doors: Creating Housing Opportunities for Young Adults

At Wellpoint Care Network, we work every day with young adults who are building independent lives. Time and again, we see that stable housing is the foundation. It’s what makes education, employment, and long-term well-being possible. For young people leaving foster care and other systems of support, it can shape everything that follows.

That’s why we brought together more than 60 area leaders this spring — alongside those with firsthand, lived experience — for an event called Opening Doors: Housing Stability for Young Adults.

Together, they confronted a hard question: why is stable housing so difficult to reach for young adults in Milwaukee?

While Wisconsin has made meaningful investments in housing, this paper finds that stronger coordination, targeted policy reforms, and expanded public-private partnerships are needed to ensure housing opportunities keep pace with the state’s economic and workforce needs.

Creating Housing Opportunities for Young Adults

Stable housing is the foundation that makes education, employment, health, and long-term stability possible, but no single organization can solve Wisconsin’s housing challenges alone. This paper examines five key questions uncovered at our Opening Doors Breakfast Discussion, as well as ways different sectors can work together to make things better.

Let’s keep the conversation going.

Housing is one of the most important investments we can make. While no single organization, sector, or individual can solve this challenge alone, each of us has a role to play.

This paper began with a conversation among people who care deeply about the future of our communities. We invite you to continue that conversation with us as we learn, collaborate, and work together to create more housing opportunities for young adults.

Think differently. See housing as more than a place to live. It’s the foundation that makes education, employment, health, and long-term stability possible.

Build one new connection. Reach beyond your usual circle. Some of the strongest solutions emerge when people with different experiences, perspectives, and resources come together.

Take one step. Whether you advocate, volunteer, invest, hire, mentor, or simply start a conversation, every action helps create more pathways to stable housing for young adults.

Wellpoint Care Network is committed to continue convening leaders, elevating lived experience, and advancing practical, bipartisan solutions that strengthen young adults, families, and communities.
